A short block is a cylinder block containing bearings, crankshaft, a camshaft, gears, pistons, and liners. Using a short block as a base, various engine types can be built. A longblock is the same as a shortblock, except that with a longblock, cylinder heads are also mounted on the block.

Why choose a long block or a short block?
It can be a good choice to continue using parts of your current engine and only replace the shortblock. This will save you costs. Whether you choose a longblock or shortblock depends on the condition of the cylinder heads.

Do you want to assemble the engine completely by yourself? Then start with a lower block. This is also called a crankcase. This is the base of the engine without moving parts.
